For a QSO, you need a LOT of patience, know the proper uplink and downlink frequencies and a lot of luck. It helps to know the crew schedule and who is on board.
If you just want a QSL, try packet. Just connect to the keyboard address of RS0ISS-3 and report the message back. That is indication of a successful connect.
