I'm listening from north italy.
Can I receive down packet with only a scanner or I need a modem/tnc?
I receive a powerfull signal but I don't know how to decode it.

You can decode ISS packet with your soundcard.
But you have to build an interface to protect your soundcard!!!

If you are SWL station, you need to build something with
1 transformer.
First you need AGW packet soundcard driver.

After starting AGW than start UISS:

Soundcard interface to decode packet from ISS!
You only need to build the part for RX with:

L1 = 1:1 transformer 600 ohm impedance (I prefer Etal transformers).
C1 = 0,1uF is the same as 100nf capacitor
C3 = 0,1uF is the same as 100nf capacitor
P1 = 1Kohm variable resistor
The other circuits you do not need to build, that is for TX.
J3 With an audio coax cable you go from interface to external speaker connector of your scanner.
J1 With an audio coax cable you go from interface to mic in of your soundcard.
Build it in a little plastic box (not metal!!!).
This interface works perfect for all digital modes: SSTV, PSK, PACKET etc.....
In the past I also decoded weak EME signals with WJST software!
