Hello Howard,
It is verry simple to find out what mode ISS ham radio is active.
First you can look at the status reports from other people in
the world.
The reports are shown on the ISSFANCLUB main page (right side at the top).
Or check out by yourself when the ISS comes in your range.

ISS PACKET MODE:
145.825Mhz packet (mostly active, but at EVA periods off).

VOICE:
145.800Mhz crew in voice (not often, mostly at school contacts).

CREW IN VOICE WITH MOSCOW FLIGHT CONTROL (NOT A HAM RADIO FREQ!!!).
143.625Mhz FM/N you can only hear if the crew are in voice active, and if
the "ISS footprint" is in range of moscow and you!
