The International Space Agency is presently proposing that the International Space Station (ISS) Program and the United Nations Office of Outer Space Affairs (OOSA) be merged and then re-assigned under the Treaty and Charter of the International Space Agency. This has been proposed since the 1992 World Space Congress, and was again proposed at the 2002 World Space Congress.
