Beacon on board ISS

Why there is no any beacon on amateur frequencies on board ISS ? A 24 X 7 cw/message beacon
would inspire particularly school children during visual sightings and ham radio demo at schools. Is there
any specific reason for not having one on such a magnificiant bird.

Actually, there is a packet becon on the ISS. It operates on 145.825 and transmits once every 2 minutes. The issue is that the radio is sometimes turned off and therefore the beacon is also off.
