Downlink carrier intermittency

With so many stations simultaneously transmitting on 437.800 MHz, I would expect an absolutely steady carrier on the 145.800 MHz downlink (though unintelligible for a good part of time).
On the contrary the downlink carrier often gets interrupted for short periods, say from less than 1 s to a couple of seconds.
Does any one know the reason? Perhaps the repeater interrupts the downlink carrier when the aggregate up-link signal amplitude grows beyond a certain threshold?

An Amateur Radio on the International Space Station (ARISS) contact has been scheduled with the Sewickley Academy at Carnegie Science Center in Pittsburgh, Pennsylvania. Sewickley is Pittsburgh's oldest co-educational, college-preparatory, independent day school with an enrollment of 800 students in Pre-K through grade 12. Mike Finke, KE5AIT, is an alumnus of the school and plans to speak to the students on Thursday, March 12 at 15:52 UTC via telebridge station WH6PN in Hawaii.
